For this type of wind, the PITCH controlled wind mill is a good try, specially making the generator with excess power.
The blades profile convoluted to present a negative profile to assist in the RPM control setting angle.
A major problem is the tower support that have to be stiffened and cabling if any, set to work with such cold environment.
The Hub of the mill may need part of the generator engine to keep the hub warm for easy self control, or an additional secondary generator feeding the hub heaters, and the hub needs insulation for momentary temperature protection.
The design needs to take in account the high gusts which means the size (length) of the blades have to be reduced or minimized with a specialized profile.
Also, it may be that a Vertical may be best for that place, though good site evaluation is needed by people with "long" active experience with wind, & low temperatures with knowledge in metallurgy low temperature behavior.
