HHO, is in H2O, as in water (steam)?
Let's assume you meant Hydrogen gas.
Hydrogen gas is an energy storage medium not a fuel.
There isn't huge amounts of Hydrogen out there to be collected, it has to be created by feeding in energy harvested from other sources.
Government is using "the Hydrogen economy" as an excuse for not getting serious with renewables.
